Howard won West Virginia's Democratic primary election for West Virginia's Second Congressional District on May 8, 2012. 

He is recognized for his op-ed columns on a wide range of national public policy issues and his whistle-blower role in the State of West Virginia's purchase of the Greenbrooke Building in Charleston that saved the State $3.5 million.

He has been an outspoken advocate for campaign finance and lobbying reform, fiscal conservatism especially as it relates to annual federal budget deficits and the national debt, sensible tax reform modeled after the Simpson Bowles Commission's "Zero Deductions Plan," and restoring to actuarial standards the Social Security Trust Fund and Medicare Trust Fund.
